Cascading innovation upstream the supply chain (JAES)

This project on Cascading Innovation Innovation Upstream the Supply Chain through Procurement Processes (CAIUS) has the aim to develop an understanding for innovation in public procurement processes.

Date: 2015 - 2016 (24 months)

Aim of the project: To develop an understanding for innovation in public procurement processes. Public procurement is a highly regulated area, where national and EU level Procurement Acts converge. So far, public procurement has been focusing on the traditional aspects of price and quality of the procured items and services, and on the importance of developing transparent, rigorous and ethical procurement processes. The current revision process of the EU Procurement Act raises the question of how public procurement could be rigorous and still foster innovation, which is an important factor in economic development. The European Commission sees innovative public procurement practices in a way that “can help foster market uptake of innovative products and services” as well as “raise the quality of public services. The project thus strives to help the humanitarian community to work towards processes which support innovation throughout the supply chain.
